Internal Audit Manager

The Council of the Zambia Institute of Advanced Legal Education (ZIALE) is looking for a suitably qualified experienced and result oriented person to fill the position of Internal Audit Manager.

JOB PURPOSE

Reporting to the Director & Chief Executive Officer, the Internal Audit Manager will be responsible for developing and implementing internal audit strategies and programmes in order to ensure that all operational and accounting practices are compliant with laid down procedures.

DUTIES AND RESPONSIBILITIES

  • Develops and implements audit charter and manuals, annual audit plans, programmes covering all operational areas aimed at providing independent and objective advice to management on risk management, control and governance by measuring and evaluating their effectiveness in achieving the institute’s agreed objectives;
  • Carries out periodic system reliability tests to confirm the efficiency, effectiveness and adequacy of internal controls, systems and procedures in safeguarding the Institute’s assets and prepares reports to management recommending corrective measures;
  • Safeguards the Institute’s assets and examine internal controls in all transactions of the Institute and makes recommendations for their improvements to ensure quality assurance;
  • Reviews and monitors all management systems including finance, procurement and stores, human resource to ensure compliance with the Institute’s policies and procedures;
  • Undertakes periodic checks of operations in order to identify areas vulnerable to latent risks, fraud and make appropriate recommendations to avert such risks;
  • Carries out Pre-audits and Post-audits and specialised audits of all payments to ensure correctness and reliability of all accounting records, to protect public resources, assess effectiveness of internal controls, governance systems and recommends appropriate action;
    • Interprets financial and operating guidelines to ensure the Council and Management adherence to good governance principles;
    • Ensures that a satisfactory stores system is maintained and that authorization procedures for all payments and disposal of assets are strictly in accordance with procurement and stores procedures and in harmony with the financial regulations;
    • Liaises with External Auditors and provides support to ensure audits are conducted expeditiously;
    • Undertakes special audit investigations as may be assigned by the Council, Audit Committee or the Director/Chief Executive Officer;
  • Manages periodically the preparation of Audit Reports in order to facilitate management and policy decisions;
  • Manages periodically capacity building of staff in the Institute on Risk Management, internal controls and governance systems in order to ensure effective implementation;
  • Supervises and undertakes timely development and implementation of Unit and individual work plans in order to monitor and evaluate performance.

QUALIFICATIONS AND EXPERIENCE

  • 5 “O” levels, including English and Mathematics;
  • Minimum degree in Accountancy from a recognised University or ACCA or CIMA;
  • Proven proficiency in computer;
  • Member of the Institute of Internal Auditors (IIA);
  • Full member of the Zambia Institute of Chartered Accountants (ZICA);
  • A minimum of Five (5) years’ progressive work experience of which three (3) years should be at Management level.

Application Systems Administrator

The Council of the Zambia Institute of Advanced Legal Education (ZIALE) is looking for a suitably qualified experienced and result oriented person to fill the position of Application Systems Administrator.

JOB PURPOSE

Reporting to the Information Technology Coordinator, the Application Systems Administrator will be responsible for designing, development and deployment of ICT systems in order to facilitate digital transformation and smooth operations of the Institute.

DUTIES AND RESPONSIBILITIES

  • Undertakes effectively the Installation of software system patches and updates, and anti-virus in order to protect the Institute’s computers hardware and software;
  • Undertakes effectively the maintenance of the Local Area Network and Wide Area Network in order to ensure availability, safety and reliability;
  • Undertakes effectively the setup and maintenance of servers in order to ensure that applications are running efficiently;
  • Undertakes effectively development and installations of software application systems in order to meet user requirements;
  • Undertakes timely maintenance of backups systems and disaster recovery strategies in order to ensure business continuity;
  • Undertakes effectively ICT Capacity building in users in order to enhance utilisation of ICT services;
  • Undertakes effectively the maintenance of the website and online platforms in order to facilitate uploading of content;
  • Undertakes the documentation of hardware and software in order to provide a record and facilitate maintenance;
  • Undertakes effectively provision of ICT technical support services in order resolve computer issues.
  • Attends relevant Adhoc Committees of the Institute as directed.

QUALIFICATIONS AND EXPERIENCE

  • Full Form V/Grade 12 School Certificate, including English and Mathematics;
  • Bachelor’s Degree in Information Technology, or equivalent;
  • Member of ICTAZ;
  • A minimum of four (4) years’ work experience.

Accountant

The Council of the Zambia Institute of Advanced Legal Education (ZIALE) is looking for a suitably qualified experienced and result-oriented person to fill the position of Accountant.

JOB PURPOSE

The Accountant will be responsible for supporting the Finance Manager with planning, controlling, and monitoring the accounting functions effectively to ensure accurate presentation of the financial reports and attainment of the Institute’s financial objectives.

DUTIES AND RESPONSIBILITIES

  • Assists with budget preparation and prepare budget monitoring reports that evaluate actual results against approved budgets to guide current and future decision making and provide the supervisor with relevant information to ensure accountability with performance;
  • Prepares monthly, quarterly and annual financial reports for Management decision making;
  • Manages of payroll while ensuring timely submission and payment of statutory returns (PAYE & NAPSA);
  • Prepares monthly bank reconciliations; follow up and resolve outstanding amounts on the bank reconciliation statements before the following month end;
  • Monitors receivables, payables and fixed asset ledgers;
  • Checks posted transactions to the general ledger and other ledgers for accuracy and rectifying discrepancies;
  • Petty cash management; ensuring that cash counts are recorded on a monthly basis and conduct petty cash counts and alert Management of any discrepancies;
  • Monitors staff imprest requests and follow up on outstanding imprest retirements;
  • Monitors Institute’s medical expenditure and maintain individual staff medical accounts;
  • Works closely with Internal and External Auditors during audits;
  • Supervises staff in the Unit and undertakes appraisal of subordinates to monitor and evaluate performance,
  • Attends relevant Adhoc Committees of the Institute as directed.

QUALIFICATIONS AND EXPERIENCE

Grade 12, with 5 ‘O’ levels including English and Mathematics;

  • Bachelor’s degree in Accountancy, ACCA, CIMA, ZICA;
  • A member of the Zambia Institute of Chartered Accountants (ZICA);
  • A minimum of five (5) years’ work experience.

 SKILLS AND ATTRIBUTES

  • Proficiency in Pastel Accounting Package and Microsoft office applications;
  • Knowledge of government accounting procedures;
  • Understanding of budgeting principles;
  • Extensive analytical skills;
